Introduction: Mission, Goals, and Objectives of the Order
Observing the systemic crisis and degradation of existing governance models at national and international levels, and witnessing the complete ineffectiveness of current global institutions (such as the United Nations) in resolving issues of war and peace, a group of visionaries, strategists, engineers, and inventors, united within the framework of the "Future Society" Club, concluded that it is necessary to create and implement a trajectory for a new type of society — the Future Society (FS), based on the principles of Axiocracy. For the practical implementation of this idea and as a prototype for a future, truly effective system of international security, the Order of United Nations (OUN) was established on 19.02.2021 as a subject of supreme Conceptual Authority and a prototype of a global security system.
0. Mission and Philosophy of the Order
0.1. Philosophical Foundation: Ecocentrism and Freedom
The foundation of the FS concept, which the Order implements, is the principle of Ecocentrism, which is not only the embodiment of harmonious human-nature relationships but also the principle of the ecological soundness of all types of relationships — a balance of interests among parties and the avoidance of harm at all levels. The goal of the Order's founders is to create a society that provides maximum freedom for the self-realization of every individual within the framework of the principle of Ecocentrism. The Order does not impose a single model but creates conditions for the coexistence of various forms of governance and economic activity permissible within the boundaries of the same principle.
0.2. Mission of the Order of United Nations (OUN)
The Mission of the Order is the practical implementation of the Future Society concept. The OUN is the intellectual and organizational core that designs, implements, and coordinates the transition to a new civilizational model, as well as the forge of personnel for the Future Society.
0.3. The Nature of the Order's Authority: Conceptual Authority and Service
In the Future Society, we eliminate the fundamental contradiction of the old world by clearly distinguishing two concepts:
- Administrative Management (Councils and Management): Responsible for operational activities, economic management, and decision execution.
- Conceptual Authority (Authority of Meanings) — responsible for strategy, ethics, meanings, ideology (Axiognosis), and adherence to the Axiocode. This is the authority of credibility, competence, and reputation. It is a service aimed at maintaining the ethical framework, preserving the Axiocode, and strategic goal-setting.
0.4. Why an Order, not a Party?
The Order structure was chosen because its goal is service to evolution. This reflects the basic principle of the entire Future Society: in it, there is no authority, only management and coordination.
- Unification, not Division: Unlike parties, which divide society by political views in a struggle for dominance, the Order unites the best representatives of humanity around a common creative goal.
- Quality, not Quantity: Membership in the Order is determined not by paying fees, but by meeting the highest criteria of Competence, Business Reputation, and Responsibility, confirmed through the Axiometry system.
- Timelessness and Supranationality: Unlike parties, which are tied to national borders and political cycles, the Order is a supranational structure. It operates above any previously existing divisions, as its ultimate goal is a unified humanity, for in the FS there are no states or borders in their traditional understanding. The Order operates until its mission is fulfilled.
0.5. Goals of the Order
The main goals of establishing the Order are to form an independent, intellectual, and organizational center capable of taking Responsibility for total societal reform, and to create a forge of personnel for the Future Society. Membership in the Order is open to any member of the Club ready for the practical implementation of FS ideas. The Order is a secular and multi-confessional structure; membership does not imply specific political or national views. The basis for joining and advancing within the Order is the Axiometry system — a comprehensive assessment of a candidate based on parameters such as Business Reputation and professional Competence.
0.6. Objectives of the Order
The Order's objectives are divided into two main stages: During the launch phase of the trajectory and in the transitional period:
- Creation of the regulatory framework: Development and writing of the Axiocode (Constitution of the Future Society) and a system of qualifications (diagnostics of indicators) for all branches of governance.
- Creation of infrastructure: Development and launch of the FS Operating System, legal support for ideas.
- Creation of a security doctrine: Development and theoretical substantiation of a new, effective system of collective international security, based on the principles of Axiocracy.
- Implementation: Installation of all components of the Future Society, conducting a total census of the population and assets, launching a new financial system and management system. The key objective is to ensure a smooth and voluntary transition of citizens to the EM standard, using incentive mechanisms rather than coercion.
- Debugging and protection: Detection and elimination of errors and miscalculations in the new system, debugging the interaction of its components, and protection against destructive external influence.
In the phase of a functioning Future Society:
- Custodial function: Preservation of key principles, ensuring protection and enforcement, introducing revisions to the Axiocode.
- Strategic control: Formation and coordination of a new system of international security. Exercising general control over systems of qualifications, innovation, defense, internal security, law and order, education, science, foreign policy, and judicial activities. The Order is not authority as such and does not interfere with direct management of the economy and territories. However, FS managers, in the process of advancing their careers, pass through the same stages of Axioscopy as Order members do along the "Practitioner"-"Prior"-"Axiarch" line, which allows them to become Order members almost automatically. The highest managerial positions in the FS, such as Prime Minister, Head of the Supreme Council of Regions, as well as Ministers of sectors and Heads of regional councils, must be members of the Order of the 3rd-4th degrees of initiation – Priors or Axiarchs, to directly participate in discussions and decision-making regarding amendments to the Axiocode, and to be conduits of the Order's ideas for the entire FS through the management hierarchy.
- Worldview development: Creation and continuous correction of "Axiochronos" — a new, ecocentric worldview that unifies scientific and parascientific understandings of the world's structure.
- Personnel policy: Functioning as a "forge of managerial and expert personnel" for the Future Society through the University of Freedom system and the conduct of Axioscopy.
- Ensuring system functionality: Guaranteeing the uninterrupted operation of the "Energy Money" (EM) Financial System and the Operating System (OS).
- Evolutionary oversight: Monitoring the functioning of the FS to detect systemic deviations and violations of ecological norms, and their timely correction.
- Principle of axiocratic integration: The accession of new territories to the jurisdiction of the FS occurs on a voluntary basis and is possible only under the condition of full implementation of the principles of Axiocracy in that territory.
0.7. Strategy for Achieving the Order's Mission
The Order's strategy does not involve revolutions or violent imposition of its ideas. An evolutionary path has been chosen, based on the creation and organic expansion of a new, more perfect social organism.
- Stage 1: Point of Crystallization — Creation of the first Axiopolis. The Order selects a prepared territory ("empty spot on the map") and initiates the construction of the first prototype city, or Axiopolis. This city is designed and built from the outset on the principles of Axiocracy and Ecocentrism. It becomes a "clean environment" in which new rules and ethical norms are the natural law of life.
- Stage 2: Reproduction and Continuity. The Order takes under its care the first citizens of the Future Society, residents of Axiopolis — people who have consciously accepted its ethics and goals. Through the University of Freedom system and full immersion in a new informational and cultural environment, these citizens and their children become bearers of the new worldview. The most worthy of the new generation, raised in this environment, naturally join the ranks of the Order, filling vacancies and ensuring the continuity and succession of the mission.
- Stage 3: Evolutionary Expansion. The first Axiopolis becomes a "point of attraction" — a clear example of a more just, secure, and meaningful life. As it demonstrates its success, it begins to influence adjacent territories. An "absorption" of surrounding areas occurs based on the principle of communicating vessels: people and entire communities, seeing a real alternative, voluntarily seek to join the jurisdiction and accept the rules of the Future Society. Thus, step by step, one successful cluster generates another, ensuring a peaceful and organic transformation of society as a whole. The accession of territories occurs through the conclusion of a social contract, under which residents consciously accept the charter and rules of the FS, including the associated rights and obligations.
1. General Provisions
1.1. Key Principles:
- Principle of Geologos (Equality with Nature): The Order recognizes Nature as an equal subject and member of the Order with the status of Geologos. In matters concerning ecology, resource use, and long-term evolutionary development, Geologos has the decisive vote, which is mandatory for execution by all structures of the Future Society.
- Order, not a Party: OUN does not divide people by ideologies, but unites the most worthy individuals (Axiocrats) around a common goal — the evolution of all humanity.
- Openness: Membership in the Order is open to any person on the planet who meets its high criteria.
- Axiometry: Advancement within the Order is based solely on proven merits, knowledge, and moral qualities, confirmed through the Axiometry system — a comprehensive assessment of personal worth.
- Principle of Temptation-Proofness: The right to form the Axiocode belongs only to those members of the Order of the highest degree of initiation who have proven their impartiality by having overcome all temptations of money, power, fame, and popularity in their lives. This guarantees that their decisions will be free from personal and group interests.
1.2. Triple Structure:
- The "Future Society" Club: A broad community, the entry point for all interested parties.
- The "Vanguard of Freedom" Community: The ideological core, consisting of convinced supporters of the FS trajectory.
- OUN (The Order): An active, operational center, formed from members of the "Vanguard of Freedom" who are ready to undergo the Axioscopy procedure.
2. Structure of the Order: Degrees and Specialization
The political system implemented by the Order is called Axiocracy (from ancient Greek ἄξιος — "worthy"). The system of management and coordination within it is built from the most competent and responsible individuals of the nation, who possess an impeccable business reputation. In essence, it is a form of "dictatorship of intellect." It is important to distinguish it from similar concepts: it is not noocracy (rule based on IQ), not technocracy (rule based solely on competence), and not meritocracy (rule of the talented). Axiocracy is the only system based on the indissoluble trinity of proven Competence, Business Reputation, and Responsibility. The Order's structure is a combination of hierarchical Degrees of Initiation and functional Divisions. The career path within the Order is a combination of hierarchical growth through Degrees of Initiation and deepening specialization within Functional Divisions. Progression between degrees is determined by the results of Axioscopy — a procedure for diagnosing indicators and analyzing the candidate's Axiogram. Within the framework of Axiocracy, the traditional vertical power structure in society is replaced by a functional linkage: hired management by the competent (professional management) and axiometric coordination by the worthy (strategy and ethics). Coordination is not a salaried job for remuneration; it is a form of highest service, the right to which is confirmed by a reputational mandate (axiometric "qualification"), accumulated over years of activity in FS structures.

- Basic degree for all active members of the "Vanguard of Freedom".

- Branch A: The Path of the Thinker. "Philosophers" (scientists, analysts, experts, theoreticians).
- Branch B: The Path of the Leader. "Practitioners" (manager-leaders).
- Branch C: The Path of the Creator. "Innovators" (inventors, entrepreneurs, artists).
- Branch D: The Path of the Defender. "Knights" (servants of law and order).
- Branch E: The Path of the Healer. "Aesculapians" (social workers, psychologists, priests, medical diagnosticians, healers, doctors)
- Branch F: The Path of the Critic. "Jesters" (deconstructors, auditors of meanings).

- From "Philosophers" come "Connoisseurs", "Gnosiarchs".
- From "Practitioners" come "Priors".
- From "Innovators" who have proven the significance of their activity, come "Creators".
- From "Knights" come "Commanders".
- From "Aesculapians" and sometimes "Philosophers" come "Anthroposophists".
- From "Jesters" come "Critics".

- From "Anthroposophists" come "Sages".
- From "Priors" come "Axiarchs" and "Archons".

- From "Critics" come "Deconstructors".
2.2. Functional Divisions (Archetypes):* Axiarchs Division
* **Highest rank of the Order.** A manager with the maximum level of competencies, business reputation, and responsibility, who has passed all temptations. Has the right to hold the highest positions in the SF governance system, to create and amend the Axiocode.
* **Key criteria:** Consistently high axions (scores) across **all** Axiometry indicators. Mandatory confirmation of having passed **all temptations** (power, money, fame). Possession of **"Implementation Authority"** and planetary thinking. Cannot be beneficiaries of commercial organizations or hold executive positions in them.
* **Role:** Strategic core of the Order, editors, and guardians of the Axiocode.
* **Restriction (Principle of Separation of Powers):** An Axiarch has the right to a decisive vote when amending the Axiocode only if they do not hold administrative-economic positions in the SF governance system above the level of "Deputy" or "Curator". If an Axiarch holds the position of Minister, Head of a Regional Council, or another high executive position, their right to amend the Axiocode transitions to the status of "advisory vote" for the entire term of their cadency. This prevents lobbying of departmental interests through changes to fundamental laws.
- Archons Division
- A manager of the highest level, equal to an Axiarch in knowledge and experience, but who has not fully passed the temptation of wealth/power/fame. If an Archon is a beneficiary of commercial organizations or holds executive positions in them, they cannot hold positions in governance systems above the level of Curator or Community Deputy. This restriction on holding higher positions in the governance system is deliberate. The philosophy of the SF is to direct the most talented leaders, inclined to create material wealth, into the sphere of economics where they bring maximum benefit. The path of supreme governance (the path of the Axiarch) is reserved for those who are ready to completely renounce personal economic interests for the sake of pure service to the entire society.
- Key criteria: Maximum axions in indicators of leadership and willpower. Are beneficiaries or leaders of business structures. Have not fully passed the temptations of power/money/fame.
- Role: Implementation of large economic and infrastructure projects. Teaching activities at the University of Freedom.
- Sages Division
- An anthropologist, humanist, thinker, possessing knowledge of the meanings of existence, equal to an Axiarch in intellect, but not ready to bear direct managerial responsibility.
- Key criteria: Maximum axions in indicators of thinking, worldview, and breadth of knowledge in humanities and anthropology. High business reputation. Not inclined to bear responsibility.
- Role: Analytics, expertise, work in Supervisory Boards. Conscience and reason of the Order. Teaching activities at the University of Freedom. Spiritual Mentorship. Mediation.
- Anthroposophists Division
- A specialist and scientist who has achieved deep knowledge in humanities and anthropology. This is an expert on human nature, behavior, and the systems it creates.
- Key criteria: High axions in indicators of thinking and worldview. Confirmed competence and achievements in the field of anthropological sciences or humanities are mandatory.
- Role: Conducting research on human behavior and social systems. Participation in the work of the Committee on Axiology and the Committee on Education. Expertise of legislative bills and social initiatives for their compliance with human nature. Preparation of analytical materials for Supervisory Boards and high-ranking officials of the Order. Teaching activities at the University of Freedom. Spiritual Mentorship. Mediation.
- Creators Division
- Innovator, inventor, entrepreneur, or artist.
- Key criteria: High axions in indicators of thinking, competence, and creativity.
- Role: Generation of breakthrough ideas, technologies, cultural codes. Teaching activities at the University of Freedom.
- Priors Division
- An experienced manager at the level of a "minister" or head of a large regional council. This is a practical leader responsible for organizing and managing the activities of an entire industry or a large territorial cluster. Is a candidate for "Archons" and "Axiarchs".
- Key criteria: Highest axions in indicators of leadership qualities (especially responsibility and strategic thinking), confirmed competence in their field, and impeccable business reputation. Successful practical experience in managing complex systems is mandatory.
- Role: To head industry or regional councils, develop and implement development strategies, manage budgets, and represent the interests of their cluster at the highest levels of self-governance.
- Gnosiarchs Division
- A scientist with a fundamental background in research and discoveries. A person who has dedicated their life to the systematic search for knowledge and expanding the boundaries of science.
- Key criteria: Maximum axions in indicators of competence (deep theoretical knowledge, publications, discoveries in their field) and thinking (analytical, systemic). Impeccable business reputation in the scientific community.
- Role: Conducting fundamental research, leading scientific schools and institutes within the "University of Freedom", serving as a key expert for the Supervisory Board and other bodies of the Order on scientific matters, teaching activities at the University of Freedom.
- Connoisseurs Division
- Erudite, encyclopedist, analyst.
- Key criteria: Highest axions in indicators of competence and erudition in a specific area.
- Role: Highly specialized expertise, solving complex scientific and technical problems.

Knights Division
- Basic rank for all who have dedicated themselves to serving security and justice in the SF. These are professionals who are the "hands" and "eyes" of the law on the ground.
- Key criteria: High indicators of physical and psychological fitness, impeccable knowledge of the Axiocode, high scores on the worldview indicator "Strong moral and ethical core".
- Role: Precinct officers in Axiopolises, junior and mid-level officers in the army and security services, investigators, lawyers.

Commanders Division
- An experienced leader and manager in security and legal structures. These are tacticians and organizers capable of managing units and handling complex cases. They are candidates for Paladins.
- Key criteria: In addition to the Knight's criteria, the highest indicators for leadership qualities (especially Responsibility), willpower (Unwavering Intent), and strategic thinking are required. Practical experience in successful leadership is mandatory.
- Role: Sheriffs, heads of security services, commanders of large military units, heads of investigative departments, prosecutors, mediators, and judges of first instance and appellate courts.

Paladins Division
- The highest rank on the Defender's path. This is the elite of the Order's power and legal bloc, combining the wisdom of a supreme judge, the valor of a warrior, and the strategic genius of a commander.
- Key criteria: Maximum scores on all profile indicators. Mandatory passing of the Temptation test (especially by power and impunity). Impeccable business reputation.
- Role: High-ranking officials in the Security Committee, Power Agencies, Army, Special Services, as well as judges of the Supreme Court of the Society of the Future. They are the guarantors of security and justice throughout the entire Society of the Future.
- Branch E Divisions "Path of the Critic"
- Branch specificity: This branch can be a second (additional) specialization of an Order member. It is compatible with paths in other Branches but has separate accounting for initiation stages.
- Key criteria: High indicators of sense of humor, critical thinking, perfectionism, nonconformism, mastery of irony, satire, and constructive criticism. Ability to see the "naked king". Complete absence of beneficiation in business structures and absence of direct employment in governance bodies for the current period.
- Branch Stages:
- Jester: A novice critic, capable of identifying absurdity and contradictions.
- Critic: An experienced analyst of systemic failures.
- Deconstructor: Highest rank. Master of identifying hidden threats, stagnation, and "Ego return" in hierarchs.
- Conflict of Interest Rule: For appointment to a Council (e.g., as an observer or auditor), a Deconstructor who is professionally associated with that Council or industry cannot be chosen by lot. This minimizes the risk of "turning a blind eye" to violations.
- Responsibility: A Deconstructor who "failed to notice" (did not react to) obvious or easily predictable violations of the Axiocode within their area of responsibility is stripped of all initiation stages in the Critics Branch.
2.3. Special statuses (non-hierarchical):
- "Geologos":
- Composition: Planet Earth itself with all its biosphere, climate, landscape, and infosphere.
- Status: Highest, constantly active, unshakeable status. Nature is a member of the Order from its inception and forever.
- Role: To indicate to other members of the Order their mistakes and disharmonious actions through events that cannot be ignored—natural disasters, climate change, epidemics, and other "clues". The Supervisory Board of the Order is obliged to interpret these events and veto any projects that go against the will of Geologos.
- "Founders":
- Composition: Honorary members of the Order who stood at the origins of its formation and have walked the path to the establishment of the first settlement of the "Society of the Future".
- Status: They do not have initiation stages, as the Axiometry system was created with their direct participation. They are the bearers and guardians of the original intent of the trajectory. A member of the Order can have the "Founder" status simultaneously with any stage of initiation.
- "Guardians":
- Composition: Members of the Order (usually with the rank of "Sage", "Gnosiarch", or "Axiarch") responsible for the creation and development of "Axiochronos".
- Status: An honorary role, supplementing the main stage of initiation.
- "Advisors":
- Composition: Members of the Order of the 2 highest stages of initiation who have officially retired from active managerial or expert activities due to age, health, or personal choice.
- Status: This is not a stage of initiation, but a lifelong honorary status. Advisors are part of the Supervisory Board.
3. Career progression and control procedure

Application submission: Any person can apply to join the Order.

Primary Axioscopy (to obtain "Neophyte" status): The candidate undergoes diagnosis of Axiogram indicators. To join, a minimum passing number of axions (Axiometry points) must be achieved according to the following criteria:
- High level of business Reputation (up to 5 axions).
- Ability to take Responsibility (up to 5 axions).
- High level of professional Competence (up to 5 axions).
- High activity in social, scientific, or professional activities (up to 5 axions).
- Creativity (up to 3 axions).
- Optimism (up to 1 axion).
- Enthusiasm (up to 1 axion).

Further career progression: After obtaining "Neophyte" status, a member of the Order can undergo further, more in-depth Axioscopy sessions to advance their rank. Progression to the next rank occurs upon achieving a certain number of axions for the corresponding groups of indicators. (Detailed algorithms and weighting of indicators for each rank and division are currently under development within the SF Concept Documents). Examples for career progression:
- Delegate Status: Through agreement to take responsibility, disclosure of some personal data to trustees, and diagnosis of indicators for professional competence, logical thinking, and negotiation skills.
- Deputy/Curator Status: Through diagnosis of personality type indicators, knowledge of governance structure, rights and duties of managers, as well as knowledge of solutions for typical community/cluster disputes.
- Head of Cluster Council/Prior Status: Through diagnosis of critical thinking indicators, knowledge of solutions in industry and inter-industry disputes, and possession of "Master" level competence.
- Head of Regional Council / Industry Minister Status: Through diagnosis of systemic thinking indicators, foreign language proficiency, political concept, and diplomatic techniques.
- Axiarch/Archon Status: Through diagnosis of indicators for self-control, conformism, and strategic thinking, as well as "Temptation".

Principle of dynamic competence. All members of the Order holding managerial positions are required to undergo periodic Axioscopy (re-certification) no less frequently than once every five years and no more frequently than once a year. If the results of re-certification show a decrease in the level of competencies, business reputation, or other key indicators, the rank and/or functional division of the Order member is automatically adjusted to the level corresponding to their current axions in the Axiogram.

Loss of Order membership status. The status of an Order member of any level is automatically and permanently revoked if a court's conviction in a criminal case brought against that member comes into legal force.
4. Key institutions and bodies under the UN
To perform its functions, the Order relies on a number of permanent institutions and executive bodies that are subordinate to it.
4.1. Executive bodies
These are working bodies responsible for specific areas of the Order's activities. They are composed of Order members with relevant competencies.

4.2. Axiochronos Academy
- Purpose: Creation and continuous development of "Axiochronos"—the main worldview document of the SF, storing key events from the history of the planet's and humanity's evolution and constantly updated with new events. Its static, historical part is "Cosmogenesis". The idea of "Axiochronos" will not become holistic as long as society is split by anthropocentric myths about man as the pinnacle of creation. Considering this, the Order creates a new myth that does not contradict scientific views on the role of humans on the planet. Based on this, the Order creates a new secular doctrine—"Axiognosis"—which is the ideological core of the SF. This doctrine will include unified concepts: about creation; about the role and essence of gods created by human civilization, and those laws of existence that operate independently of human will; a description of the principle of Ecocentrism.
- Composition: "Guardians"—sages, gnosiarchs, and axiarchs, who form and develop the content of "Axiochronos".
4.3. University of Freedom
This is a comprehensive educational institution that prepares people for all socially significant professions. The structure of the University includes the following Institutes and Faculties:* Institute of Leadership: Trains managers at all levels.
- Institute of Justice: Trains district police officers/sheriffs, judge-mediators, lawyers, advocates, antitrust experts.
- Institute of Security:
- Faculty of Intelligence: Trains intelligence officers and counterintelligence officers.
- Faculty of Investigation: Trains investigators and prosecutors.
- Faculty of Special Operations.
- Institute of Chivalry. Teaches virtues.
- Institute of Deconstruction. Teaches critical thinking and constructive criticism.
- Institute of Guardians. Trains chroniclers, myth-makers.
- Military Academy.
- Police Academy.
- Institute of Expertise: Trains analysts, experts, statisticians.
- Institute of Pedagogy: Trains new-type educators and methodologists.
- One of the Institute's main tasks is to ensure the functioning of the "Dynamic Civic Responsibility" principle.
- Pedagogy in the Society of the Future (SF) is built on involving children in real self-governance processes from the age of 9 (a system of increasing vote weight from 0.1 to 1.0), which allows for raising a generation for whom responsibility for society is a natural habit, not an imposed duty.
- Institute of Natural Science:
- Faculty of Anthropology and Humanities (system of human knowledge): Trains psychologists, axiologists.
- Faculty of Healing: Trains social workers, psychoanalysts, priests, preachers, diagnosticians, healers, doctors.
- Faculty of Physics: Trains physicists.
- Faculty of Chemistry: Trains chemists.
- Faculty of Materials: Trains materials scientists.
- Faculty of Biology (system of knowledge about living matter): Trains biologists, physiologists, geneticists.

- Institute of Rhetoric: Trains orators, bloggers, propagandists, diplomats, preachers.
- Institute of Arts: Trains actors and performers, artists, sculptors, poets, dancers and choreographers.
4.4. Committee for Protection Against Fakes.
To protect society from lies, fakes, and manipulations spread through the public space, a permanent Committee for Protection Against Fakes is established under the Order.
- Object of Control: Any public opinion leaders (politicians, journalists, bloggers, etc.) who influence a wide audience.
- Mechanism of Operation:
- Analysis: The Committee conducts a detailed examination of public speeches, texts, and statements for the use of lies, substitution of concepts, manipulation, demagogic techniques, and other manipulations. The Committee officially analyzes public statements not only for falsehoods but also for populist manipulations, with corresponding reputational consequences.
- Expert Assessment: For each statement, a conclusion is formed with an assessment of the truthfulness of the assertions used and attached evidence. If the assertions cannot be verified, the speaker is publicly requested to provide arguments in their favor.
- Reputational Consequences: In the event of proven lies or manipulations, a corresponding negative entry is made in the speaker's professional reputation, visible to all citizens in the Public System (OS).
- Result: Every public figure receives an objective assessment of their truthfulness, a kind of "public honesty rating." This does not prohibit citizens from listening to recognized liars but gives society a reliable tool for conscious choice of information sources, depriving demagogues of their main weapon—audience trust.
5. System of Checks and Balances
5.1. Hierarchy of Checks and Balances Organs
The system of checks and balances of the Society of the Future (SF) is vertically integrated and has three levels:
- Level 1 (Field): Field Experts — Constitutional Lawyers (CL) and Antitrust Experts (AE), working directly in the Councils of communities, clusters, regions, and industries.
- Level 2 (Executive): Profile Committees — Legal Committee (LC) and Antitrust Committee (AC), conducting expertise and preparing recommendations.
- Level 3 (Supreme): Supervisory Board (SB) — the highest body that makes final decisions and has the right of veto.
5.2. Supervisory Board (SB):
The Supervisory Board heads the entire vertical of checks and balances of the Society of the Future (SF).
- General Provisions
- The Supervisory Board (SB) is the highest independent control, analytical, and arbitration body of the Order.
- The main goal of the SB is to ensure compliance with the key principles of Axiocracy, protect the Axiocode (Constitution of the Society of the Future) from incorrect interpretations or changes for opportunistic reasons, interpret the manifestations of Geologos, and perform the function of the highest level of the system of checks and balances.
- The SB in its activities is independent of other executive and administrative bodies of the Order and is subject only to the Axiocode.
- The SB has the right to an advisory vote and, in specially stipulated cases, one collective vote when making strategic decisions of the Order.
- Composition and Formation: To ensure functionality, the SB's composition is two-tiered and formed from citizens who have reached the 3rd degree of initiation and higher.
- Presidium of the SB: The core of the Council, consisting of "Sages" and "Experts". Deals with strategic issues, interpretation of the Axiocode, and consideration of cases of exceptional importance.
- Expanded Composition of the SB: Includes all members of the Order from the 3rd degree of initiation. Works within permanent collegiums that consider the main flow of cases coming from the executive committees.
- Candidates for the SB must possess an impeccable professional reputation and confirmed high axiom indicators of systemic and critical thinking, as well as worldview (especially "Impartiality" and "Inner Honesty").
- Status of Honorary Advisor. Members of the Order of the 2 highest degrees of initiation (Axiarchs, Sages, Priors, Gnosianarchs, and Anthroposophists) who step away from active management or expert activity (due to age, health, or personal choice) can receive the honorary status of Advisor and join the Supervisory Board.
- Functions and Powers. The Supervisory Board does not possess direct executive power but has the following exclusive powers:
- Powers: The SB exercises supreme oversight over compliance with the Axiocode, approves the leaders and operating regulations of all executive bodies of checks and balances. The exclusive right of veto over decisions of Councils at any level belongs only to the Supervisory Board.
- Monitoring and Analysis: The SB conducts continuous monitoring of the activities of the Order's highest bodies and the self-governance system of the Society of the Future (SF) to ensure their decisions align with the goals and principles of the Society of the Future (SF).
- Constitutional Oversight: The SB is the sole body authorized to give official interpretations of the Axiocode articles.
- Right to Information: The SB has the right to request and receive any information about the activities of any bodies of the Order and self-governance to conduct its analysis.
- Right to Public Report: In the event of systemic risks or dangerous deviations from the course, the SB has the right to publish its analytical report for all members of the Order.
- Right of "Deferred Veto": The SB can temporarily block any decision of the Order's highest body (e.g., the Council of Axiarchs) if it deems it contradictory to the Constitution or the strategic interests of the Society of the Future (SF). In this case, the body that made the decision is obliged to publicly reconsider it, taking into account the SB's arguments.
- Right to Initiate a Referendum of No Confidence: In the most critical cases, when there is a threat of power usurpation or irreversible deviation from the goals of the Society of the Future (SF), the SB has the right to initiate a referendum within the entire Order on the issue of confidence in senior officials.
Functions and Special Powers of the Deconstructor: The Deconstructor is endowed with exclusive rights ("negative power") for emergency system balancing:
- Right of "Stop-Tap" (Suspensive Veto): The Deconstructor has the right to unilaterally suspend the execution of any decision of the Council of Axiarchs or the Supervisory Board for 72 hours if they perceive signs of absurdity, an emotional decision, or a violation of the spirit of the Axiocode. During this period, the decision is put forward for open public defense.
- "Unmasking" Protocol (Impeachment): The Deconstructor has the right to initiate an unscheduled verification of the degree of initiation (Axioscopy) for any hierarch, including Axiarchs, upon identifying signs of "Ego's return" (greed, anger, fear). The initiation of the protocol automatically suspends the powers of the person being verified until the System's verdict.
- Algorithm Audit: In disputed cases, the Deconstructor has the right to veto the automatic decision of any system algorithm, transferring the process to "manual ethical review" mode if the formal logic of the machine contradicts humanity.
- Tools and Operational Support
- To ensure the objectivity of its work, the SB can use an Analytical System based on AI. The functions of this system are:
- Automatic analysis of all decisions made for contradictions with the Axiocode.
- Modeling of probable long-term consequences of decisions made.
- Collection and analysis of feedback from lower levels of self-governance (referendums in clusters, discussions), and providing the SB with an objective, impartial picture of public sentiment, cleared of propaganda and emotions.
- Analysis of historical precedents – for any complex issue, finding historical analogies and analyzing what similar decisions led to in humanity's past.
- The activities of the SB are supported by its own independent budget and analytical apparatus.
- To ensure the objectivity of its work, the SB can use an Analytical System based on AI. The functions of this system are:
5.3. Executive Bodies of Checks and Balances
Within the structure of the Executive bodies of the Order, two key committees are formed:
- Legal Committee (LC): Oversees compliance with the Axiocode. Constitutional Lawyers (CL) on site are full-time employees of this committee.
- Antitrust Committee (AC): Oversees compliance with the principles of healthy competition. Antitrust Experts (AE) on site are full-time employees of this committee.
5.4. Oversight Procedure: From Signal to Veto
The control and escalation mechanism operates according to the following algorithm:
- Initiation (Level 1): A Field Expert in the local Council identifies a decision potentially violating the Axiocode or antitrust norms.
- Suspension (Level 1): The expert does not impose a veto but issues a "Motion for Suspension." This act immediately freezes the execution of the disputed decision for a period stipulated by the regulations for verification.
- Expert Review (Level 2): The "Motion" with all materials is automatically sent to the relevant Committee (LC or AC). The Committee conducts an expert review and issues an official recommendation to the Supervisory Board.
- Verdict (Level 3): The case with the Committee's recommendation proceeds to the corresponding collegium of the Expanded Composition of the SB. The collegium makes a final decision by vote:
- To veto the decision of the local Council.
- To reject the motion and permit the execution of the decision.
- Emergency Intervention: At any stage, the Deconstructor has the right to intervene in the process and, by their unilateral decision ("Stop-Tap"), freeze the situation or transfer the consideration directly to the level of the Presidium of the SB, bypassing intermediate instances, if they perceive a risk of systemic failure.
6. System for Ensuring the Purity and Stability of the System
Institute of Deconstruction (Official Opposition). To ensure the purity of the Traject and prevent systemic distortions, the Institute of Deconstruction functions.
- Mechanism of Formation: The Institute of Deconstruction is formed from representatives of Branch E (Path of the Critic). Deconstructors, as representatives of the Order in all governing bodies of the Society of the Future and councils of the Order, are not appointed by the leadership's arbitrary decision but are chosen by rotational lottery.
- Levels of Responsibility: Jesters undergo an internship as Deconstructors exclusively at the lowest level (primary councils of deputies and curators). Critics are present at the middle management level, while Deconstructors carry out deconstruction in the highest governing bodies and Councils of the Order, including overseeing the activities of Axiarchs, Archons, and Sages by joining Presidiums. Their task is to act as a "Mirror of Truth," subjecting the ethical impeccability of decisions made and the council members themselves to critical scrutiny, preventing the development of groupthink and SVS (Sense of Self-Importance).
- The role of the Deconstructor (Jester) — an official opponent and holder of the "Stop-Tap" right — is one of the highest forms of service in the Order.
- Terms and Tasks: The term of office for a Deconstructor, determined by lottery, is one calendar year. The first quarter of this term is an "immersion" period: the Deconstructor gains full access to all closed protocols and financial flows of the management council but is not obliged to engage in public activity.
- Their task is not merely to record formal errors, but to sense the spirit of the system: to identify hidden monopolies, nascent cartel agreements, and negative trends of coordinators "turning to bronze" at early stages, even before they become obvious to society. The Deconstructor acts as an "antibody" of the system, ensuring its immunity against elitist stagnation.
- Powers:
- Right of "Stop-Tap" (Suspensive veto for 72 hours).
- "Unmasking" Protocol (Initiation of an unscheduled Axioscopy of any hierarch).
- Algorithm Audit (Veto on AI decisions in favor of humanity).
7. Axiometry System (List of Key Indicators)
This is a preliminary list of Axiometry areas. The detailed methodology for determining each indicator will be developed within the Discussion Club (DC SF).
- Worldview Indicators:
- Inner honesty, Sophistication (biographical analysis and psychoanalytical methods), Impartiality, Purity of thought, Detachment from the fruits of one's creativity, Realizational power, Conscious mastery of courage, Attentiveness, Impeccability, Perfectionism, Strong moral and ethical core, Recognition of the equality of goods, Anthropological and humanitarian knowledge, Ecocentrism test.
- Thinking Indicators:
- Logical, Critical, Systemic, Strategic thinking, Sense of humor.
- Leadership Qualities Indicators:
- Responsibility (key indicator for "Practitioners"), Charisma, Persuasive ability, Tolerance, Communication skills, Stress resistance, etc.
- Volitional Qualities Indicators:
- Goal concentration ("results-oriented person"), Unbending intention.
- Creativity and Idea Work Indicators:
- Innovativeness, Power of imagination, Ability to generate and form ideas.
- Competence Indicators:
- Specialized indicators for each specific branch of knowledge.
- Business Reputation Analysis:
- Analysis of interaction history in the Public System (OS), implemented projects, personal brands.
- Harmony Indicators:
- Level of education and knowledge of mathematics.
- Musical tastes, hearing, analysis of original works.
- Experience in naturalism.
8. Principles of Providing for Order Members
8.1. General Principle
The Order adheres to the principle that activity for the benefit of society should ensure a decent standard of living but not be a source of super-profits. Members of the Order, who have dedicated their time to serving the Society of the Future, should be free from everyday material worries and receive remuneration commensurate with their level of responsibility. An obligatory element of service at the higher degrees is the readiness for rotational replacement of the Deconstructor's position by lottery, which guarantees independence of control due to the absence of material interest in the results of the work of territorial, extraterritorial Councils, as well as the operation of various Order structures.
8.2. Sources of Income Depending on Degree and Role
Sources of income for members of the Order directly depend on their degree of initiation and level of involvement in management activities.* Levels 1-2 (“Neophytes”, “Practitioners”, “Philosophers”, “Innovators”, “Knights”): * At these stages, membership in the Order is not the primary occupation. Members of these levels are not prohibited from being owners or beneficiaries of businesses. Their activity in the Order is public service, which builds their business reputation and opens the path to further growth. Their main income comes from their professional activity in the Future Society's (FS) economy. Knights (local police officers, investigators, officers) receive salaries from the budgets of the communities and clusters they serve. * Members of the Order, elected to positions of Deputies or Curators, receive direct remuneration for their managerial work from their Principals, as described in "Description of Multi-level Self-governance".
- Level 3 (“Priors”, “Creators”, “Gnosiarchs”, “Anthroposophists”, “Commandors”):
- Members of this level, holding responsible positions (Head of the Community Council, Cluster Minister, judge), receive remuneration from the budget of the structure they manage (the budget of the Community, Cluster, Institute of Justice). This maintains a direct link between responsibility to a specific community and remuneration for it. Members of the 3rd level, who do not hold full-time managerial positions, receive income from their primary professional activity: science, education, engineering, consulting, legal practice, art. They can work at the University of Freedom, be part of expert committees or supervisory boards, receiving remuneration for this from relevant funds.
- Commandors (heads of security services, judges, senior officers) receive salaries from regional, sectoral, or national funds of the respective departments (Institute of Justice, Institute of Security).
- Level 4 (Highest Echelon: “Archons”, “Axiarchs”, “Sages”, “Paladins”):
- Activity at this level is full-time employment and service.
- Axiarchs and Paladins, holding the highest posts in the FS (Prime Minister, Head of the Supreme Council, Supreme Judges, etc.), receive high remuneration (salary) exclusively from the central budget of the Future Society. They do not receive income from specific clusters or Principals. This is the "full provision of the Order," which guarantees their financial independence, impartiality, service to the entire society rather than a part of it, and allows them to fully focus on strategic tasks.
- Sages, who are part of the Supervisory Board, also receive a stable income from central public funds, ensuring their independence as the highest control body, and can additionally engage in science, education, consulting, analytics, and expertise.
- Archons, who by definition can be business beneficiaries, receive income from their assets, but their managerial activity in the Order can be additionally remunerated from special funds.
8.3. Unconditional Income as Reward
For a special, breakthrough contribution to the development of the Future Society (e.g., for a brilliant invention or the creation of a successful social project), a member of the Order of any level can be awarded a lifelong unconditional income, which ensures a decent standard of living for them and their family. This allows great Creators and Sages to pursue their activities without worrying about "daily bread."
9. Founding Protocol (Transitional Provisions)
This section regulates the procedure for legitimizing the first members of the Order and launching the mechanisms of Axiocracy during the period when the Axiometry system is under development and debugging.
9.1. "Founder" Status
Until the final formation and approval of the complete version of Axiometry, all participants who have taken an oath of service to the Future Society and are actively involved in its creation receive equal "Founder" status.
9.2. Initial Differentiation (Beta Testing)
For the initial division of functions and appointments to positions during the transitional period, all Founders undergo preliminary testing using beta versions of Axiometry tools.
- This allows for outlining the scope of each Founder's competencies.
- To form an initial reputational passport.
- To introduce rules for excluding individuals whose indicators are clearly incompatible with the objectives of the Order.
9.3. Formation of the First Oversight (Lot)
To exclude collusion and usurpation of power at the founding stage, the first composition of controlling bodies (including the functions of Deconstructor/Observer) is chosen by lot from among the verified Founders.
9.4. "Reset" and Full Axioscopy
As soon as the development of Axiometry is completed and approved by the entire body of Founders, the moment of Total Verification arrives:
- All Founders and all new candidates undergo the full Axioscopy procedure anew, on general grounds.
- Based on the results of this procedure, each is assigned a real Level of Initiation and functional status corresponding to their objective indicators.
- The "Founder" status remains as an honorary historical title but does not confer managerial privileges unless confirmed by an actual Axiogram.
